The unidentified officials told CNN that Comey feared that if the false information became public it would undermine the investigation as well as the Justice Department itself; Comey evidently believed it would be too hard to disprove such an accusation in the midst of a campaign without giving up intelligence sources and methods. Debbie Wasserman Schultz, who was at the time the head of the Democratic National Committee, in which she said someone in the Department of Justice told her Attorney General Loretta Lynch was containing the investigation into Hillary Clinton's email practices as secretary of state.

What's more, Comey's rationale does not explain his decision to withhold his doubts about the intelligence from Congress.

It's possible that CNN's story is simply false - itself a fabrication of administration officials looking to tarnish Comey's reputation.
